Oman Air appoints new Chief Executive Officer
“The board of directors found that Peter Hill possesses the right blend of seasoned leadership, strategic skills, international experience and airline knowledge required to navigate the company to meet the industry’s challenges and capitalise on its opportunities,” National Economy Minister and Chairman of the airline Ahmed bin Abdulnabi Macki said in a statement here.
Hill brings a ‘unique depth of experience’ to the position, having served in senior positions for several major international carriers, Macki added.
Hill noted that Oman Air had made significant progress during its short tenure as an airline, adding: “I am honoured to accept the challenge of leading this growing company into a future that holds great promise with a solid commercial strategy in place.”
Darwish bin Ismail Al Balushi, Secretary-General of the Ministry of Finance, had been the acting CEO of the carrier since the sudden and untimely death of former CEO Ziad Al Haremi in April.

Kazakhistan is interested in Oman's 7 percent stake in CPC
ASTANA, July 4 - Kazakhstan is interested in buying Oman's 7 percent stake in the Caspian Pipeline Consortium should the Middle Eastern state decide to sell out, an influential oil industry group official said on Friday.
Industry sources told Reuters this week Oman, frustrated with delays, has decided to quit the project but the country has not officially commented on the matter.
"There would certainly be interest ," Timur Kulibayev, President of oil industry group KazEnergy, told reporters. "The national company is working on it."
Kulibayev, also son-in-law of Kazakh President Nursultan Nazarbayev, said Russia was interested in Oman's stake as well.
Russia has a 24 percent stake in CPC and Kazakhstan owns 19 percent. The rest belongs to private shareholders: Chevron

Injaz to launch mobile telephone services in Oman
MUSCAT: Injaz International Telecommunications has been licenced by the Telecom Regulatory Authority to launch state-of-the-art mobile telephone services in the Sultanate. The licence was issued on June 21.
The new company is expected to commence its activities in the coming months and will announce its plans and launch date in due course. According to Injaz International Telecom Chairman Sheikh Abdul Rahman Abdullah Al Harthy: “I would like to take this opportunity to thank the Telecommunication Regulatory Authority for facilitating this opportunity and for their professional and methodical licencing process and for their scientific approach in analysing the Omani mobile market requirements.” Sheikh Al Harthy added: “From our part, all preparations for a tier one customer-centric mobile operator are underway and the company promises mobile consumers in Oman a focused approach and tailored services to meet their personal and professional needs.” “Customer service excellence will be our focus as Injaz is determined to raise the service bar and set itself as a benchmark for quality through serving customers and attending to their communication needs,” Sheikh Al Harthy added.
Injaz International telecom CEO, Samir Saade, said: “Our launch will herald a new era in customer centricity in the Sultanate and will raise the level of competition in the Omani telecommunication market to the benefit of our valued customers.
The company will distinguish itself as a service-oriented and customer-driven company, becoming the preferred ‘enhanced mobile service provider’ in Oman for both consumers and enterprises alike and will bring in novel and affordable products and services that are competitive and world-class.” Saade said that the network will launch its own products and tariffs under a new and exciting brand which will be announced at the appropriate time; and in partnership with the best mobile operator in the Sultanate.”
The company will formally launch its brand to the Omani market later this year in an exclusive ceremony.

UK. World Hydrography Day focus on capacity and capability in Maritime Safety Information
World Hydrography Day celebrations this year have been focussing on capacity building – the development of knowledge, capacity and capability in Maritime Safety Information, surveying and paper and digital chart production among established and emergent Hydrographic Offices worldwide.
Capacity building is a key component of the International Hydrographic Organization’s (IHO) approach to achieving its mission and objectives.
The United Kingdom Hydrographic Office (UKHO) support this global cooperative effort needed to provide the 21st century mariner with the safest and most up-to-date charts by sharing our skills and knowledge with developing hydrographic offices.
World Hydrography Day highlights this commitment to supporting technology and skills transfer between established and newly-developing Hydrographic Offices in the interests of enhancing global navigational safety, maritime trade and protection of the environment.
The IHO has defined a three-phase development strategy to build national hydrographic capacity.
Phase one focuses on encouraging all states which have navigable waters, to recognise their national responsibilities for the provision of hydrographic services and initiate the collection and dissemination of marine safety information.
This first stage is essential in order to maintain existing charts and publications to enable safe navigation. It can be met either by a state developing a national hydrographic capability or by making an agreement for another state to provide these services on its behalf.
Phase two of a capacity building program involves the provision of advice and training assistance to support the creation of a basic hydrographic surveying capacity in a particular country.
Phase three supports further development of a national hydrographic service including such capabilities as production of paper charts, electronic navigational charts and nautical publications.
Underpinning the IHO capacity-building strategy is a four-step process of awareness, assessment, analysis and action. By proceeding in this coordinated manner, the capacity building strategy will help Hydrographic Offices throughout the world to develop appropriate levels of hydrographic capability.
Most importantly, it will assist States without any existing hydrographic capability to establish the fundamental capacity to comply with international maritime conventions and regulations which is to arrange for the collection and compilation of hydrographic data and the publication, dissemination and keeping up to date of all nautical information necessary for safe navigation as well as for the protection of the marine environment.

تركز المرحلة الأولى من هذه الاستراتيجية على تشجيع جميع الدول التي تملك مياها إقليمية صالحة للملاحة على تحديد مسؤولياتها الوطنية في توفير الخدمات الهيدروغرافية والمبادرة بجمع ونشر معلومات السلامة البحرية، وتعد هذه المرحلة مهمة من أجل إدامة الخرائط والنشرات الملاحية المتوفرة حاليا التي من شأنها تأمين سلامة الملاحة البحرية، وهو الهدف الذي يمكن تحقيقه اما عن طريق تطوير القدرات الهيدروغرافية الوطنية للدولة أو توقيع اتفاقية مع دولة أخرى لتوفير هذه الخدمات نيابة عنها.
أما المرحلة الثانية فإنها تشمل توفير المشورة والمساعدة التدريبية لدعم تكوين إمكانيات وقدرات مسح هيدروغرافية أساسية في دولة ما
المرحلة الثالثة تساند التطوير الإضافي لأية خدمات هيدروغرافية وطنية بما فيها قدرات وإمكانيات مثل إنتاج خرائط ورقية وخرائط ملاحية الكترونية ونشرات وإصدارات ملاحية.هناك ثمة عملية تتألف من أربع خطوات تساهم في تعزيز استراتيجية تنمية القدرات الهيدروغرافية التي تتبناها منظمة للهيدروغرافيا الدولية، وهذه الخطوات هي: الادراك والتقييم والتحليل والاجراء، وفي حال سارت هذه الخطوات بذات الترتيب، فإن مكاتب الهيدروغرافيا حول العالم في تطوير مستويات مناسبة من القدرات الهيدروغرافية

Several thounds of Indians to go home without fine
MUSCAT — Oman’s authorities have agreed to allow several thousands more of Indians living illegally in the country to go home without fines following an initiative by the Indian Embassy.
Last year, under an amnesty granted to overstaying Indians, 15,000 people had registered with the embassy. Some 13,900 of them have already left the Sultanate.
In November 2007, following a request from the embassy, the Oman government consented to allow more illegally residing Indians to leave the country without paying any fines but subject to normal checking of their antecedents.
Subsequently, the embassy began registering such cases. Two lists — one containing 5,541 names of those who came here on employment visas, and the other 2,603 names of persons who arrived in the country on visit visas — were prepared.
“The lists have been submitted to the government of the Sultanate,” Indian Ambassador Anil Wadhwa told a news conference here.
He added the Omani government would start processing the cases this week, after which names of those who have been prima-facie cleared would be published in newspapers.
Meanwhile, the embassy issued a total of 12,221 visas and 18,133 passports in the first five months of the year. The corresponding figures for the whole of 2007 were 22,671 and 41,637, respectively.

القوانين الصادرة في المرسوم السلطاني رقم 72/2008 بتنظيم العلاقة بين مؤجري ومستأجري العقارات
وأوضح معاليه ان اللجنة الوزارية عند دراستها لهذا الموضوع أخذت بعين الاعتبار كافة الجوانب الاقتصادية والاجتماعية في السلطنة واستقرت على هذه التعديلات بما يؤدي الى استقرار العلاقة التعاقدية ويبث الطمأنينة لدى اطرافها مشيرا الى ان التعديلات شملت استبدالا لنصوص مواد وإضافة مواد أخرى لأحكام المرسوم السلطاني رقم (6/89) الخاص بالاحكام المنظمة للعلاقة بين ملاك ومستأجري المساكن والمحال التجارية والصناعية وتسجيل عقود الايجار الخاصة بها. وأكد ان الاحكام الجديدة لهذا المرسوم تسري على جميع عقود الايجار القائمة قبل العمل به والتي ستبرم بعده.
وقال معالي الشيخ سيف بن محمد الشبيبي وزير الاسكان في تصريحه ان التعديلات شملت نصا جديدا لا يجيز للمؤجر زيادة الاجرة في المحال السكنية والتجارية والصناعية وغيرها إلا بعد مضي ثلاث سنوات من تاريخ بدء عقد الايجار أو من تاريخ آخر زيادة متعاقد عليها على ألا تتجاوز نسبة الزيادة بعد هذه المدة 7 بالمائة سنويا من قيمة الاجرة السنوية المحددة في عقد الايجار موضحا في هذا الصدد ان المشرع أوجد نصا جديدا آخر لا يجيز للمؤجر أن يطلب من المستأجر إخلاء المحل المؤجر قبل مضي أربع سنوات من تاريخ بدء عقد الايجار اذا كان المحل مؤجرا لغرض سكني وسبع سنوات إذا كان مؤجرا لغرض تجاري أو مهني أو صناعي فإذا رغب المؤجر بعد انقضاء المدة في عدم تجديد العقد كان عليه إخطار المستأجر بذلك قبل انتهاء مدة العقد بثلاثة أشهر على الاقل.
وأكد معاليه ان الهدف من هذه التعديلات هو إيجاد حماية وغطاء قانوني لأطراف العلاقة التعاقدية مضيفا ان عقد الايجار يسري إلى نهاية المدة المتفق عليها بين طرفيه ويتجدد تلقائيا خلال المدة التي لا يجوز فيها للمؤجر طلب الاخلاء ما لم يخطر المستأجر المؤجر كتابة برغبته في إخلاء المحل المؤجر وذلك قبل انتهاء مدة العقد بثلاثة أشهر على الاقل مشيرا إلى ان المشرع العماني أعطى بصدور هذا المرسوم المؤجر الحق في الطلب من المستأجر إخلاء المحل المؤجر وفق الأحوال التالية :ـــ اذا استعمل المستأجر المحل المؤجر في غير الغرض الذي استؤجر من أجله أو بطريقة ضارة أو مخالفة للقوانين أو منافية للآداب العامة.ـــ اذا أجر المستأجر المحل المؤجر أو تنازل عنه للغير دون موافقة المالك ويستثنى من ذلك المحال التجارية والصناعية فيجوز أن يكون التنازل عنها شاملا لعقد الايجار.ـــ اذا احتاج المؤجر إلى شغل المحل المؤجر بنفسه أو بأحد أقاربه من الدرجتين الاولى والثانية ولم يكن لديه او لقريبه محل اخر خال يفي بذلك شريطة ان يمنح المستأجر مهلة (ستة) أشهر على الاقل للاخلاء وإذا لم يشغل المؤجر المحل في خلال ثلاثة أشهر يجوز إعادة المستأجر لشغل ذات المحل.
وأشار معاليه في نفس السياق إلى انه من ضمن الاحكام الجديدة التي تناولها المرسوم أن يتم تسجيل فواتير الكهرباء والماء والهاتف والصرف الصحي وغيرها من الخدمات باسم المستأجر بعد تقديم عقد الايجار من البلدية المختصة.وقال معالي الشيخ وزير الاسكان: ان المرسوم أعطى لمجلس الوزراء تشكيل لجنة لتنظيم الايجارات وأوكل له تحديد اختصاصاتها وآليات عملها وتضمن نصا يجيز للمستأجر ان يودع الاجرة في نطاق المحكمة التي يقع المحل المؤجر في دائرة اختصاصها اذا امتنع المؤجر عن استلامها وأكد المرسوم على أهمية إلزام المؤجر بإخطار المستأجر كتابة في حالة ايلولة العقار إلى شخص آخر وفي هذه الحالة يجب على المستأجر أن يسدد الاجرة للمالك الجديد للعقار من تاريخ تسجيل ملكيته بأمانة السجل العقاري بوزارة الاسكان ولا يجوز له انهاء عقود الايجار القائمة أو زيادة الاجرة.
وأضاف معاليه ان المرسوم تضمن انشاء دائرة للنظر في المنازعات الناشئة عن العلاقة الايجارية في نطاق المحكمة التي يقع المحل المؤجر في نطاق اختصاصها وتكون أحكامها مشمولة بالنفاذ المعجل اضافة إلى العديد من الاحكام الجديدة لتنظيم العلاقة الايجارية وحفظ حقوق اطرافها.وأكد معالي الشيخ سيف بن محمد بن سيف الشبيبي وزير الاسكان ان جلالة السلطان المعظم ـــ حفظه الله ورعاه ـــ وافق على عدد من التوصيات غطت الجوانب الاقتصادية والاجتماعية والعمرانية والمالية والتي ستسهم حال تنفيذها في استقرار سوق الايجارات في السلطنة موضحا انه جار التنسيق بشأنها مع الجهات ذات العلاقة لوضعها موضع التنفيذ وسيتم الاعلان عنها فور الانتهاء من اتخاذ الاجراءات اللازمة.وأشار معالي الشيخ سيف بن محمد الشبيبي الى انه من ضمن التوصيات اعادة دراسة المرسوم السلطاني رقم 68/86 والخاص بقانون تنظيم اعمال السمسرة في المجالات العقارية وذلك ليواكب التطور التشريعي والقانوني في السلطنة وينسجم مع الانفتاح الاقتصادي والاجتماعي وما صاحبهما من استثمارات واعدة في قطاع العقارات وتم تشكيل لجنة تتولى دراسة القانون وتضم في عضويتها عددا من الجهات الحكومية و القطاع الخاص.
واختتم معاليه تصريحه لوكالة الانباء العمانية بطمأنة اطراف العلاقة التعاقدية (المؤجر والمستأجر) بأن هذه التعديلات جاءت لخدمة التنمية الاقتصادية والعمرانية في السلطنة بما يحفظ حقوق الجميع داعيا الله جلت قدرته ان يحفظ جلالة عاهل البلاد المفدى ويسبغ عليه نعمة الصحة والعافية والعمر المديد.

Cyclone forecast in Oman May 2008
Muscat: Less than a year after Cyclone Gonu devastated the coast of Oman, a UK-based international weather bureau has predicted that another tropical storm could hit Oman and Yemen at the end of May. This time the forecast of landfall of the cyclone is on May 29 around Oman/Yemen coast. A senior official at the Directorate General of Meteorology and Air Navigation (DGMAN) confirmed that they have initial reports about the possibility of a storm. “We are in preparedness,” Badr Al Rumhi of DGMAN told Gulf News on Tuesday. He, however, did not elaborate.
However, when contacted in London, Manfred Kloeppel, Assistant to Director, ECMWF, said: “We do not issue any warnings ourselves to any states in the world but make our products available in particular to our Member and Co-operating States.” Kloeppel further added that the forecast last Monday (May 19) showed a system developing and hitting Oman on 28 May. “This not so prominent in Tuesday’s forecast,” he added. He also clarified that ECMWF do not forecast a cyclone to hit the Gulf states, although "there clearly is still some potential for this to happen."He added that the message from the forecast was that such a development might happen, but one must wait and see what happens in the next forecasts, a task, he stressed, was with the National Meteorological Services.
