Billions worth of contracts to rebuild Oman airports
Ivan Gale
Last Updated: March 09. 2010 9:18PM UAE / March 9. 2010 5:18PM GMT
Oman plans to award a dozen contracts this year worth billions of dollars to build and upgrade the nation’s airport infrastructure to draw in trade and tourism, a senior airport official says.
The government is upgrading facilities in Muscat and Salalah and will build four airports – in Adam, Duqm, Sohar and Ras al Hadd. The undertaking follows 10 years of airport planning to help the country wean itself from oil and gas revenues. Oman’s reserves of oil and gas are more modest than those of its Gulf neighbours.
“It’s a hugely exciting time in the development of essential infrastructure in Oman,” said George Bellew, the chief executive of Oman Airports Management Company (OAMC). He said the scale of Oman’s airport plans rivalled even those of Dubai, whose airport plans were more well known, as both planned to build six new runways.
“They are really best practice in terms of specifications,” he said. “This is a very long vision they are taking.”
Contracts for the largest elements of the development package are likely to be announced in the next few months, he said. Those include a new terminal at Muscat International Airport.
That facility, to be built at an estimated cost of US$1.5 billion (Dh5.51bn), will accommodate 12 million passengers a year. The terminal will ultimately be expanded in at least three phases to a capacity of 48 million passengers a year.
he pace of the expansion will depend on the growth of the country’s tourism industry and the development of Oman Air, which is transforming itself from a small regional carrier into a full-service international airline.
Last week the airline said it was investing heavily in training systems and signed a $2.6 million contract with Spatial Composite Solutions of Dubai for two cabin-evacuation trainers.
Contracts awarded to date by OAMC and Oman’s ministry of transport have largely been for consulting and design work. The principal engineering consultant to the airports project is the COWI Group, in a joint venture with Larsen Architects. The international engineering and design company ADPI is the project manager.
Other contracts to be awarded this year will cover the construction of as many as 400 buildings in Muscat and at the other airports, including an air traffic control tower, a maintenance facility for Oman Air to be run by Lufthansa Technik, and the headquarters of the civil aviation department.
Ras al Hadd, a coastal town near a turtle sanctuary, is being designated for tourism. Its new airport will be capable of handling up to 500,000 passengers a year. Industrial plans are the focus at Duqm and Sohar, where there will be investments in metals and petrochemical plants, ports and dry dock facilities, and logistics.

Oman Air has moved 1 step closer to its fleet expansion
Natalie Cooper September 16th, 2009
It was noted this week that Oman Air has moved one step closer to its fleet expansion target when it took the delivery of its very first Airbus A330-200. This was a very big day for the carrier when it was handed over the aircraft at a ceremony held in Toulouse on September 15. This ceremony was even attended by His Excellency Ahmed bin Abdulnabi Macki, the chairman of Oman Air, among others.
The first A330-200 plane for Oman Air, which is powered by Rolls Royce Trent 700 engines, flew over from Toulouse and arrived at Seeb International Airport later that day. The plane itself is configured in a comfortable two class layout that provides space for 216 passengers. These seats are made up of 196 economy seats and 20 business class seats.
The official delivery ceremony will be held at Seeb International Airport today, September 16th, to unveil the new aircraft. The chairman of Oman Air said that the delivery of the Airbus is a great milestone in the new transformation of Oman Air. This brand new plane is just the first of seven new long range Airbus aircrafts that will be delivered to Oman Air. All of these aircrafts will be delivered to Oman Air within the next two years. All of these planes are part of the expansion plan for the Oman Air fleet.
The chief executive officer of Oman Air, Peter Hill, went on to add that they are very delighted to be taking on the delivery of this superb new aircraft. They want to insure to all of their passengers that the products that are delivered by Oman Air are second to none.

Oman Extends Airport tender deadline
Tue Aug 11, 2009 2:11pm IST
MUSCAT (Reuters) - Oman has extended until Aug. 31 a deadline for international firms, including French Vinci and Indian Larsen & Toubro, to bid for the construction of a new terminal at Muscat's main airport.
"Bidders need more time to prepare for the new changes," an Oman tender board official told Reuters on Tuesday, adding bids will be opened on Aug. 31.
The tender, which contractors say is worth about $1.4 billion, has already been pushed back twice this year.
In February, Oman shortlisted six firms including Bechtel, the largest U.S. engineering firm, Saudi Binladen Group, Athens-based Consolidated Contractors Co (CCC) and Joannou & Paraskevaides from Cyprus, to build the terminal for the country's main airport.
Oman has already awarded a joint venture of Turkey's TAV Construction and CCC a $1.17 billion contract for civil works at the airport.
The airport currently handles about 4 million passengers a year and will host 12 million passengers when both expansions are completed.

Oman Aviation Services improves IT operations
WEBWIRE – Wednesday, March 26, 2008
Oman Aviation Services (OAS), the parent company of Oman Air, is to invest $4.2 million over four years in major IT improvements at Muscat International Airport, following 22% growth in passengers travelling on the national airline last year.
The investment programme agreed with SITA, the aviation IT specialist, will cover all essential airport operations including check-in, flight boarding and baggage management, and will benefit all airlines using the Gulf gateway. The move also follows the creation of a new corporate identity for the national airline as it transforms itself into a world-class competitor. Last year Oman Air carried over 1,500,000 passengers to and from Muscat.
The four-year program will be fully operational in three months when it will meet all passenger check-in and boarding needs while ensuring complete passenger-bag reconciliation at all times for all airlines using the Gulf gateway airport. Habib Bhacker Habib, Head of IT, Oman Aviation Services, said: “The Omani Aviation sector has undergone significant changes over the last few years at both the airport and airline level. SITA meets our needs today but it also has the industry expertise to provide us with cutting-edge IT solutions that will enable us to continue to deliver to high standards going into the future and to maximise use of shared infrastructure, for example through the SITA Airport Hub initiative which allows all airlines based here to reduce costs through the shared-use of communications systems.” SITA will both install and maintain AirportConnect Open, its latest generation IATA compliant common use passenger processing system that supports CUTE, dedicated, and web applications on the same common use workstations; SITA BagManager for baggage reconciliation; and PassengerHandler, a common software language facility designed for airline and handling agent staff to process passengers at the check-in counter more efficiently. Hani El Assaad, SITA’s Regional Vice-President, Middle East & Turkey, said: ‘”These solutions are designed to help optimize resources by reducing flight delays, increasing passenger satisfaction and lowering baggage-handling costs. We are extremely pleased to be working with OAS and we look forward to building a close on-going relationship.” SITA’s AirportConnect Open platform will operate on 30 workstations.
The common use check-in platform will enable every desk to be connected to each airline’s departure control system, helping to maximize the use of the airport’s resources. SITA currently manages some 30,000 CUTE workstations for 285 customers in more than 200 airport locations worldwide, checking-in an estimated 580 million passengers a year.

Muscat International Airport (Previously called Seeb International Airport)
The development of Oman's largest airport, Seeb International Airport near the capital, Muscat, will result in one of the world's most ultra modern airports.
A brand new terminal building, 32 air bridges, two runways, a new cargo terminal, 6,000 parking spaces and much more - those are the main components in the development of Seeb International Airport.
Located near Oman's capital, Muscat, Seeb is the country's largest airport. With up to five million passengers a year, the existing terminal from 1973 has now reached its maximum capacity.
Large terminal building
The new terminal building will have a net floor area of 240,000 sqm and capacity for 12 million passengers a year.
The building is relatively large for an airport with that capacity because the intention is to provide a high standard of comfort in the terminal. In addition, Seeb is going to be a big transit airport, and extra space is needed to guide the many transit passengers through the terminal with ease.
Option to expand
Since traffic forecasts shows that the 12 million passenger mark will be reached relatively few years after its opening in 2010, the project has been prepared to allow the airport to expand to double its size up to 48 million passengers.
Other aspects of the project
The project includes some 70 buildings apart from the terminal, including a 90-metre high control tower and an Air Traffic Management Centre.
Furthermore, the existing runway at Seeb is to be upgraded and supplemented with a new runway. It will be able to take the world's largest passenger plane, the Airbus 380. The project also includes parking facilities and a motorway to the airport with three lanes in either direction, complete with a companion interchange feeding into existing motorways.
The entire project will be completed while the existing airport is still in use.

New airport baggage security measures in Muscat International Airport
Dubai (PTI): Oman will apply new security measures at all airports in the country in line with the new global guidelines issued by the International Civil Aviation Organisation.
There will be strict restrictions on the quantity of liquids, including aerosols and gels, allowed in the hand baggage of the departing passengers.
As per the new rule which will come into effect from Janaury 1, 2008, liquids, aerosols and gels over 100ml cannot be carried in the hand baggage. These include drinks in cans, bottles, plastic containers, etc, cosmetics and toiletries in liquid/gel form, fragrances and perfumes, creams, liquid foundations and lip gloss, mascara, toothpaste, all products in pressurised containers like hairspray and shaving foam/gels, deodorants, as well as any liquid-based food products in packets, tubes, plastic or tin containers, like jams and syrups, sauces, pastes, yoghurts, soups (cartons or otherwise) and stews or curry.
All containers must be packed in a transparent, re-sealable plastic bag not larger than 20cm x 20cm. Only one plastic bag is permitted per passenger and this must be placed separately at the X-ray machine belt.
Oman Airports Management Company SAOC (OAMC), which is in charge of managing the Muscat and Salalah airports, will implement the new baggage restriction rules, according to Times of Oman.
